Nice view from above
Some of these shots of people from this time are boring still camera shots, but this has two things going for it. One is that the camera is up above, giving it a better angle to capture the busy street as well as it is more hidden, although people still look up. The second is that there is a slow panning giving us a view of more of the fish market, and thus a much more valuable shot than if it was only a still camera.
